Serbia: MODS launches map of inter-sectoral cooperation in the protection of children from violence

The Network of Organizations for Children of Serbia – MODS in partnership with UNICEF and with technical support of SeConS development initiative group, have conducted a national survey in order to determine the existence and functionality of inter-sectoral cooperation in the protection of children from abuse and neglect, as well as obtaining  guidelines for working on its promotion. Full support was given by the Republic Institute for Social Protection which also encouraged centers for social welfare to participate in this initiative.

In addition to this, the following specific objectives have been defined:

  1. Mapping of all agreements on cross-sectoral cooperation at the local level signed by relevant actors, in order to protect children from violence;
  2. Analysis of mapped local agreements and a selection of municipalities where particular emphasis will be made on improving cross-sectoral cooperation in the protection of children from violence in the future;
  3. Data collection on the situation of cross-sectoralcooperation in the protection of children from violence which would serve as a basis for progress monitoring in its further development in the coming period;
  4. Creating an interactive online map of municipalities which would show whether there are signed agreements on cross-sectoral cooperation at the local level in the field of prevention and protection from violence which would allow the general public to become familiar with existing agreements.

The results of this study have been summarized in the report “Cross-sectoral cooperation in protecting children from abuse and neglect in local governments – the analysis of local agreements”, which have been compiled by the researchers of SeConS development initiative group, which further served as a basis for “the Guidelines for the improvement of inter-sectoral cooperation on protecting children from abuse and neglect in local governments.” Based on the results of the research, a map has been made providing an overview of the municipalities where there are inter-sectoral local agreements for the protection of children from abuse and neglect. In addition, the map contains information on current agreements on inter-sectoral cooperation in the implementation of the Protocol for the protection from violence in a given local government.

The research is an integral part of the IPA II project – Protection of children from violence and promotion of social inclusion of children with disabilities in the Western Balkans and Turkey, which is implemented in cooperation with the Ministry of Labor, Employment, Veteran and Social Affairs, the Ministry of Health, the Ministry of Education, Science and Technological Development of the Government of the Republic of Serbia and UNICEF, with financial support from the European Union.
